How do you quote people in the format that says

"xxxx" wrote
:"blah, blah, blah" ?

I have been messing around with that for about 15 minutes and I still can't get it right.

You can also quote people by manually typing the [ quote=someuser ] commands in BBCode. That will give you something like this:
