USPS flat rate boxes

Does anyone know if you can put two USPS flat rate boxes together to make a bigger box and still be able to ship it for the flat rate?

For example, if the largest flat rate box is 12 x 12 but your item is 20 x 15, can you put two large flat rate boxes together so it fits your item, and still pay the same large flat rate box fee?

And does this apply to international shipping too??
