Does picking speed come from the Wrist or Elbow?

The question with a lot of opinions thought it would be much easier to see some facts...

I was just looking at a technique book and the guy says to play from the elbow. I've always tried to stay away from that. I think using your wrist takes less effort, and looks much more impressive... the look of picking effortlessly.

If you watch Zakk Wylde he looks like his doing it from the elbow and that guy can pick fast... but for me it's the wrist all the way I think..

I pick from the wrist (albeit not too quickly) and I wondered how the rest of you wrist pickers do it. Do you use a side to side wrist movement or more of a rotational one?
