Totally. Yngwie is insane and very accurate before he drinks to many Heini's. "Explosive" would be a good desriptor of the speed he generates.

Yngwie is quick, no doubt, but I think Michael Angelo takes it by a few notes more. I've seen some of his videos and he just blazes! Not only that, but he plays ambidexterously which makes him more ominous in my opinion.

Michael Angelo I think is just a hair faster on some things. Yngwie's fast stuff (which comprises most of his catalog) is more musical though, I think...and really that's more important.
Blazing fast stuff that has no musical value just fails to impress me (either non-sense or it's so fast that it's just a nasty sounding slur) and I'm sure Yngwie could play faster than he does, he just chooses not to. Petrucci for example, can blaze, very fast and precise, but he generally doesn't do it. Vai could as well; he does play fast passages, but not as fast as he could play if he chose to.
