Imo George Lynch and Steve Lynch are better players than Eddie, but I think that Eddie is better than Randy imo...I never really loved Randy's studio tone and he was kinda sloppy if you look back on it, even as influential as he is. I'm not saying I don't think he is great, but I think that if he hadn't died so unfortunately, he wouldn't be as popular...

These are all really great players within the mid/late-80s idiom. If judging purely on my enjoyment of their music, I think Vai would win. But in terms of building on EVH's style, I think my vote goes to Vito.
"Little Fighter" sounds like an extension of "Dance the Night Away", and lots of his solos sound very EVH inspired, although he was a bit more liberal in his use of exotic and neoclassical phrasing.

EVH was a rhythm player, with some weird solo playing. Many of the others mentioned here are better known for their solo work (solos in songs/bands).
I would give my vote to Oz Fox.

Akira Takasaki (Loudness) could also be added to that list. Check out the track 'Exploder' from the 1984 release 'Disillusion', Akira's take on 'Eruption' if you will. Akira was/is a massively underated guitar player, a huge influence on Paul Gilbert too.
