If you consider Satriani a shredder, than him. If not

Re: Shredders that blues!!
Another poll that should have Eddie Van Halen's name on it that does not. LOL!
I'd also vote for
Richie Kotzen
. PG is pretty good too at blues.

Not to mention all the key changes! That song is more or less the epitome of his style mixed in with the blues. Though I guess you'd have to ask a real blues-er his opinion on it (To clarify, not a single one of them exists on this forum. Don't even bother pretending).
To say that shredding isn't blues and therefore shredders can't blues is silly. If someone does metal and chugs all day doesn't mean he isn't knowledgeable at chickin' pickin' or can't Jazz out. It's highly unlikely, but that doesn't make it a definite 'No, he can't do that.' And please don't bring up the 'shredders have no feeling' topic.

I find it funny that nobody has picked MAB. You wouldn't think it, but he's better at bluesing out then some guys. He even waited a minute fifteen seconds before turning his playing into picking excersizes! (I mean, at 3:38 he starts playing so fast it sounds like one note and it looks like his hands aren't even moving they're so fast, but it still sounds bluesy)
Overall out of that list I'd think
Marty Friedman
grasps the overall concept the best. Not sure how Jason Becker would fit in, his song Blue (I seem to see a connection with how shredders like to name their songs, do you?) is good, but I don't even think it's played by him? And he definitely didn't blues when he could play guitar. Dimebag definitely relied heavily on bluesy stuff and the blues scale but he's nowhere near a blues-er, he's a heavy metal guy! Same with Paul Gilbert, he really isn't trying to be Mr. Blues at all, ever.
And I've never seen a shredder not play fast at all in any video, if someone has could they please lead me to indicated video?

Why insult them with the "shredder" label?
