The scallops aren't dirty they're burnt. from when they were cut. I have no idea if you can sand through the burnt layer or not, maybe Jeremy [LGM] has experimented.
There are many different shades of white on a VWH, they may be their regular color unless it's spent years in a very smokey house [mine for example] in which case a little spit on a rag will tell you
