My Universe´s neck doesn´t feel right

Greetings,
I have a -97 All Black Universe and I have this problem with it. The neck feels a bit sticky and harsh and it looks dirty. I assume it is not supposed to be like this!? It feels like there´s no coating on the neck. I haven´t ever played a guitar with unfinished neck but I think it could feel like this. Now, does the -97 UV have an unfinished neck or has the previous owner took the finish off or what´s wrong with my guitar??

I was thinking of taking off the neck and gently wipe it all over with 0000-grade steel wool. Would that be a good idea or what would you suggest?

It sounds unfinished. Sanding it down a bit will remove all that sweat and dirt. You can then finish it, or keep sanding down everytime it gets dirty.
