USA custom shop?.. Does this mean it went to there?

The neck/head has a japanese serial

All USA Custom models (aside from the USRG's) had necks from Japan. If I recall, for a short period of time, the US Bensalem shop did do some assembly work on guitars, but they weren't anything special. Don't get fooled that it's a USA Custom just because it has a neck plate from Bensalem, PA (although it does look a lot better than the boring Japaneze Ibanez neck plate).

Oh, I'm not thinking it's a USA Custom. I'm just wondering if it meant it was assembled there or something.

It's just a 1990 S540LTD. Nothing special.

One more thing, it does not have the custom made inlay on the fretboard.

Always thought that was kinda cheesy.

In the past, I'm sure there have been alot of posts about that "custom made" inlay.

Yeah it's likely that it was just assembled there. If my brain isn't completely shot yet, I'm pretty sure the Bensalem shop did some assembly and body work(painting/finishing) on guitars to help speed up production.

I gotta agree with the "Custom made" inlay though, it did look kinda cheesy.
