The RT necks were "Vipers" which are pretty strat like. They're thicker and have a more rounded radius than either the Wizards or Wizard IIs. I believe you can check in the 93 Ibanez catalog for the full specs.
Truss rods can be replaced, but it's definitely a job for a good luthier. The good news is that the RTs have standard neck pockets, so that there are lots of necks around that will fit. The 24th fret is just an overhanging extension. Of course, 22-fret standard (square) heel necks are a lot easier to find than 24-fret fret square heel necks, but Ibanez made quite a few back in the late 80s and early 90s, before switching to the AANJ neck joint (for example, early RG550s, RG570s, and a number of Roadstar IIs). Just be aware that if your uncle liked the RT neck, he might find the Wizards to be on the wide, skinny side. Plus, unlike the RTs, most of the those 24-fret RG and Roadstar necks will come with a locking nut.
