Hold your bar down or up, and slide your hand off of it, suddenly letting it go...you'll find out.

Kinda like a ruler held on the edge of a table and being bent and released quickly...

Good analogy with the ruler thing. All tremolos don't respond to the flutter the same. Has a lot to do with the set up. Check out some Night Ranger songs. Brad Gillis is the master of trem flutter.
