7620 locking nut question

I got a RG7620 from 9/97, and its got the locking stud posts, and i can freely adjust the action, but when i stick the allen wrench in there, it doesnt catch anything... I am assuming its not locked? I got like 3 allen wrenches i tried, but to no avail.
