Action Help

Ok, I'm having troubles with my Schecter Revenger-7. The strings had really nice action when I got it, with a little fret buzz, but after a lot of playing, I've noticed that all the strings either buzz a lot, or fret out to the third fret if you use any fret below the third fret. The action from the nut up the first few frets is almost laying on the frets themselves, and the action at the 24th fret is about 3-4mm which is fine, but the first few frets are literally unplayable, and that's a really nasty difference in action across the board. If I hold down the strings at the 24th fret and look at the strings, they're resting on all the frets, so there's no neck bow or anything. How can I fix this?

And how do I do that again? I haven't done much setup/maintenance stuff yet (I really don't care about my Squire ).
