Buzz above 12th fret-should I adjust the truss rod?

I've been trying for ages to get low action on my RG 6 string since I put 10s on it.

The action is reasonably low I don't have a decent ruler but between the top of the 24th fret to the bottom of the low E string is around 2mm (well, I can just about fit a 2mm pick in gap, using the pick as a feeler gauge)

Frets 1-12 play fine, but anything about that sounds slightly choked. Its not constant buzz or rattle, its just when I first pick the note, I can hear the string hitting the fret.

So how do I tell if he frets need leveling or if the truss rod needs tightening?

Is my using-a-pick-as-a-feeler-gauge ghetto method OK for measuring neck relief?

If you didn't adjust the truss rod after switching to 10s, then you probably do have way too much relief ... and that is, at least, is a direction consistent with your problem. But if you can measure your relief using 1mm or 2mm thick picks, you have way too much relief. Get a good straightedge and measure the neck. Or if you can't do that, fret a string at both ends of the neck and measure the relief with feeler gauges or pieces of guitar string to get a good estimate. Get the neck straight (or to the amount of relief you like) first, then go back and reset your action and see where things stand. If you still have problems at that point, you can see about other changes like some fretwork. If you are trying to get the action really low, you are going to need the setup to be just right to play clean.

^

I can measure action at the 24th fret with 1/2mm picks. I think I have a few .4 and .5mm picks I can try and measure relief with.
