It's not bad for your guitar at all. Go ahead and use that string set, your axe will be fine. It's not a great set (in my opinion) and you can do better, but there's nothing wrong with 9-46 if it feels right
for you.
As to the other question -- no, you don't want EVEN tensioned strings, you want PROGRESSIVE tension, IE: the tension gets higher as the strings get thicker.
I use this custom set on a 6-string: 9-12-16-24-32-44
If you work this out on a tension calculator (using nickel
wound strings) you'll see it's as good as it gets. On a 7-string I use the same set but add a 59 as a low-B. Again, this is as good as it gets in terms of tension and feel.
