I know all of my clarinetist friends use bore oil to shine up the ebony. Looks nice. But the one idiot who used it on a plastic clarinet was just...well, an idiot. It doesn't harm it, just useless. Yea, I haven't bothered with my clarinet, it's too cheap to bother.

with any of the above mentioned techniques, do you need to cover the fretboard inlays?

Don't think that's necessary or practical - check Rich's Ibanezrules site to see some pics of oiling the board.
