fret problems - i need help

the action is higher only at the higher strings that are much far from the fretboard in the low strings the action si low and i have buzz problems.Can fixed that alone? because i live in a small island in Greece and we havent instrunments repair store here.

So raise the action on the low side and lower it on the high.
