Is it normal for a Lo-Pro Edge arm to make a clicking noise like a ratchet spanner when it's rotated in a clockwise direction?

yes it is. take the arm out, and on the part where it gets thinner, rub a little chapstick or some other kind of clean lubricant.

Even more permanent and thorough solution (just had to do this with my RG1527) - take the arm out, and in the spot mentioned above, where it narrows like the tip of a 1/4" jack, use something like fine emery cloth and then some steel wool to polish the channel smooth. A lot of these bars have a lot of machining artifacts left which translate to creaking and such when rotated against the little spring at the bottom of the arm holding which retains the bar.

... a bit of lube on that won't hurt, either - I tend to use pencil graphite.
