what size socket wrench for the truss rod?

I think it's 7mm.

can i safely use a 9/32 wrench? (that comes out to 7.14375 mm)

I wouldn't recommend it, once it slips and starts rounding the edges it gets ugly. Your Ibanez dealer should have some Ibanez ones laying around. My RG550XX came with one, I needed a different size for another guitar and went to GC, they had a ton of them behind the counter and just gave me one. Of course with GC, YMMV.
