Where to fret when measuring neck relief?


quick question: capo on the first fret, measure gap on top of the 8th fret, but where do I press with my right hand? The ibanez manual says "holding the strings down at the fret position where the neck joins the body" which would mean the 19th-20th fret on my RG but next to it theres a picture implying that I should really press the 14th-15th fret, and I've heard of people who presses down on the the 17th fret for this measurment, soooooooooo...which one is it?
