I know a lot of the early
Custom Shop work was farmed out to people/companies outside Ibanez - why not keep doing that? Surely there are luthiers around the world who would be willing to take factory Ibanez parts and create one-off or limited production guitars to be sold as "factory" Ibanez customs. Hell, look at this website - there's tons of people out here who want
custom guitars, and they're dedicated Ibanez fanatics. Most everybody's stuck with doing their own mods, but for the right guitar, they'd sell their mother! Anything that says Ibanez on the headstock is gold, but a lot of true fans are getting weary of the fairly limited lineup. If corporate Ibanez doesn't want to spend the money to do small runs of custom guitars for the worldwide market (not just Asia), get a partnership with a luthier who'd be willing to do it for them.
