Dude...that's mostly because it's a line from "This is Spinal Tap".
Other than that, it's associated with a lot of pieces of music that are accepted as "sad" sounding. e.g. Mozart's "Requiem", Bach's "Tocatta and Fugue in D Minor", and lots more.
Anyway, as far as modern statements that D minor is the saddest of all keys, that's because
Nigel Tufnel famously said it in "Spinal Tap".
Seriously...go look it up.
EDIT: I guess that makes F major the "happiest" of all keys, no?
