The easy answer is both. There is a formula, which is what we have been basing all of our given info on, and you can take single notes from the scale and turn them into chords. The major scale formula (in whole and 1/2 steps) is: W-W-1/2-W-W-W-1/2
Get comfortable with how the major scale is broke into modes and how to build chords to correspond to each, then it is a matter of attaching your own emotional value to how they sound.
