I think you can practice to much and your hands get slower/fatigued even though you may not feel fatigued. Just like body building...you gotta rest your muscles to get them bigger.

I dont think muscle mass is what you want though :P. THe truth is someone whos been practicing for only 6 months can play as fast as someone whos been playing for 10 years, its just that the guy whos been playing for 10 years will likely have 1000 times the control as the other guy.
