Trouble with lick...can you play??

I am having the most trouble with a lick..please help if familiar, it is the first lick in the solo to "Hit me With Your Best Shot " by Pat Benetar. I can play those sixteenths at 100bpm but I need 130bpm...Is this one of those things that will just come with time...and practice? Thanks for your input...
