Two questions about harmonising licks/phrases/Arps

I know that you can harmonise a lick or piece of music by doing things like harmonising in 3rds where you play everything a 3rd above the orginal (keeping within the notes of the scale you in yeah?). Theres obviously other ways of harmonising, like 4ths etc i just used 3rds as a simple example.

I have two questions really.
One is when you harmonise a lick is there a way in which you can just move it into a certain place and be able to say "oh look its now a 3rd higher than the original" or do you have to basically work out every note.


Also how excatly do you make a harmony from argegios.Say you were doing somthing completly arpegiated do the same rules apply to normall harmonising ?
