Complain to Paypal, although you are beyond the point where they're obligated to help. I bought an amp from him, never heard from him for a good while and then complained to Paypal. Once Paypal started to investigate, he sent my amp. It was only $50, so I find it hard to believe he was trying to rip me off for such a small amount. He claimed to have email problems etc, but I have no idea what the real issue was.
