Is 9v 400ma or 350ma too much for a 9V 300ma suggested pedal?

No,the pedal will only draw the current (milliamps, or amps ) that it needs.

So if the Voltage is correct-you can use a current source which is higher than the pedal needs.

There are multipower pedal sources that can power like 10 pedals at a time and these power sources are usually 9 volts with 1000 or 2000 milliamp ratings-and they don't fry the pedals because each pedal only draws what it needs.
