Was the packaging damaged? It sounds like if it was done in transit, it would be apparent from the packaging. If so, if it was insured, you should be all set. Or USPS
might
stand behind it. But, honestly, it sounds like you got ripped off. Sorry. In that case, I'd go back to the person you bought it from. If that fails, complain to eBay.

The packging was damaged I think, becuase there is a hole on the box, and there were masking tapes around it that had Local Post office names on it. Anyone know what I should do next? I can't get insurance locally is that right?

No, it had to be insured PRIOR to being shipped. Email the seller and ask him if it was insured. And if so contact the shipping carrier IMMEDIATELY!And it had BETTER have been sent insured because of it being an international shipment or you should shoot the guy! Sorry man.

As far as i know, USPS insurance only covers packages when they're under USPS's control. Once packages get transferred over to another postal country's postal delivery service, USPS cannot guarantee the safety of the package, and i have no idea if their insurance will cover it.
Take lots of photos, go talk to your local post office and also contact the shipper to have them investigate things on the USPS end.
I do know that UPS is very picky when it comes to shipping electronics. If you haven't shipped them in their
original factory packaging
getting them to pay out is notoriously difficult.
However, in my dealings with USPS, i've found them to be more than reasonable. Hopefully they can help you out in determining when and where the package was damaged, and who's going to cover replacement or compensation.
Good luck!

i'd also suggest that in future transactions, use a carrier like fedex or airborne express/dhl when shipping to/from overseas...personally i don't use usps to ship any packages in the states, as the service and ability to track items is superior with a shipping company...

Good advice, somata. Having the end-to-end tracking (and insurance) is worth the extra cost on international shipping.

When EMS can be $100 and UPS $330 to the same address, there is a significant difference

One thing you should resign yourself to right away - at least in my experience - is that this will take a LONG time to sort out. Even if everything goes smoothly, it will take weeks and even months before you can collect on any insurance... I guess what I'm saying is take a deep breath and slow down, because this will be a long, long haul...
On the bright side, Mesa stuff is well built to survive all kinds of horrible abuse and a good local tech might be able to resurrect it, providing none of the boards have been damaged...
...sorry man, I hope it does work out...
