Play the thing and see what you think. If you like the sounds you're getting at lower levels, then you should be fine.
I disagree that there's no such thing as overkill- this is why I no longer own my TSL100. Great amp, and it didn't sound bad at lower volumes... but it really needed to be run hard to be appreciated. I even wish my Nomad 45 2x12 was rated at a lower wattage- especially given how hard the poweramp runs in extreme mode, I'd say about 20 watts would be perfect.
so, let your ears be the judge, and remember, the Legacy is an amp designed to
Steve Vai's specs for his needs, and he generally plays LOUD.

edit- oh, alternatives... depends what you're looking for. I love my nomad, but it's tonally in a different league, sorta blurs the lines between the rectifiers and the marks. If you're more into the marshall sound, a DSL401 is probably the best bang-for-buck in the marshall line, and is small enough that you can drive it a bit without killing anyone, yet still has enough power so if you ever need to gig, it's there. For an amp with one gain, one volume, and one tone control, i was rather ipressed with the Crate VC-5- suprisingly versatile, very modern sounding, and at 5 watts, getting good tubey sounds is a cinch.

Also, if you're not 100% hung up on tubes, I've always been VERY impressed with the Tech-21 Trademark-10- very versatile, quiet, and suprisingly organic. Also, the smaller Fenders are nice- check out the Blues Jr, great clean, a very legacy-like lead, and both affordable and practically powered.
Hopefully one of those will work for you.
