If he is looking for an Ibanez jem neck for 100-200 then he;s out of luck. But yeah, if he doesnt care about the name on the headstock then check those guys out. Will still be more then 100-200 though.

There is also a guy on that auction site that goes under the id bigvelvetdog and his work looks really cool, although his necks tend to be about $350.

To be honest I think $100-$200 would get you a nice wooden banana if it had the Jem logo on it.

RG***DX necks can be quite sexy, and cheaper too

Christopher Woods and bigvelvetdog are the same guy. Used Jem necks in the Bay tend to start at 300 and go up; a new one with a vine would be considerably more. The chance of getting a Jem neck for 100-200 is non existant; an RG neck is a possibility.
