Simple recording/looping for backing tracks

Hey all - I've never recorded anything in my life - but I'd like to be able to make simple backing tracks to jam over. I was looking at either a looper or some sort of recording device where I wouldn't need much hardware. I'm not looking to spend a ton of money . . . maybe $200 or less?
