Yeah, I did some reserch a while back on this issue and found this on "Microsoft Answers"

One of my PCs at home can run 64-bit yet when it was made it was intended to run 32-bit operating systems.
Because of this when I boot the BIOS reports 3.25GB of RAM, Windows Vista 32-bit reports 4GB.
While Windows Vista reports 4GB it cannot use the full 4GB, Windows Vista merely reports the SPD data from the RAM itself,
the BIOS limits RAM capacity through hardware making what Windows Vista reports as irrelevant."
