Scale with concavity - IRON LABEL RGIR20FE

Hello,
This is my first Ibanez guitar and I pretend to play Drop C things on it. I bought from guitar center on-line and sent it to the Hotel in NY that my cousin was hosted two weeks ago(I'm from Brasil ).

The guitar is beautiful and I bought because of the good things people(and Ibanez) was saying about the guitar AND it's CONSTRUCTION.

When my luthier putted new strings and did the complete job on the neck and bridge, he noticed an concavity on the scale(near 1 to 8 fret on the bigger strings) . It's not too big, but Ibanez said that Indonesia's factory have a good quality control(really?) and I paid U$ 600.

My luthier said that the only way to adjust that is take off all the frets, use a sandpaper on the scale to regulate the issue.

I'll contact Ibanez and ask for a solution from them.
What you guys think I should do??

I am not sure I understand what you are saying and I can't tell from your pictures what you mean.

When you say "scale" are you meaning fretboard?

Yes, and it's difficult to notice the concavity on the photos, I know, but if you look carefully you'll see.
The main problem is that the thicker strings(5th and 6th) will not be so close to the fretboard as the thinner ones.

More concavity on the bass side, than on the treble side?

If so, you're likely to have a twisted neck.

That's an extreme example of what it is:

Exactly that, but in the frets near the nut(1,2,3,4,5,6,7,8,9)!
