Nevermind... I just figured it out. Can this be deleted?

Check your internet explorer options (if you use IE)
*Tools
*internet options
*Colors tab on the bottom left

Thanks, but I should have been more clear.

I'm talking on the design end of a site... so when others view it the colors will not change.

Sure. Just set them all the same style and color. I assume you're using a .css?

See this:

This particular example set the text color of a link to black, no underline at all, so it basically looks like normal text.
