That actually is the best speed deterrent if you think about it. You ever notice how the flow of traffic slows whenever there is a police car cruising along with you?

A police officer getting paid to sit on the side of the road and randomly hand out tickets is not in the best interest of public safety, but a sign like that will slow traffic and it cost both the local government and the speeders nothing.

I wonder what the local PD will think when the first guy who goes by it in a pickup truck with a Valentine1 drives through it and smashes it to pieces? It won't take a brain surgeon to notice something is up with the shadow

Years ago a town I lived in, placed a police cruiser with a mannequin inside it alongside a busy road. People slowed down till they got right up alongside it.
