Edge Pro II Tremolo Arm Socket

Hello friends at Jemsite,

I have a Jem7v with Edge Pro II tremolo. Would like to know if the socket is supposed to turn with the arm? Are you supposed to tighten the socket with a flat screwdriver at the top of the socket and phillips below the socket? If not, what is the phillips screw below the socket for? Any info would be appreciated.
