Joe had his frets shaved to a compound radius from around the 10th fret up to 22nd (now 24th I guess), going flatter as you go up the neck. By having the frets get lower as he goes up the neck, he can have the action much lower before it frets out when he bends a string. IIRC, he said it still buzzed a bit, but it was a compromise he could live with. The primary goal was to have even volume all over the neck for legato and two-handed stuff (as opposed to the booming bass strings on a traditionally setup guitar). Not sure if that's relevant anymore given he doesn't really do the tapping stuff so much these days.
