Yeah, the tape will hold it in place and stop it rattling around for about a week, then you gotta do it again, unfortunately. The nylon bushings only stay stiff for about the same length of time anyway.
I think a brand new lock nut (Top-Lok III, 43mm) costs around $50. You can get good condition used ones on e-Bay for a little less. I think an Edge/Lo-Pro Edge/Edge Pro tremolo arm (all these systems use the same one) is around $15, maybe a little more. It's hard to say, with me being in the UK, I don't have an accurate figure on these parts, but I think I'm close. Check IbanezRules.com (click the banner at the top of the page) and see for yourself. It's no problem at all to leave the nut pads locked all the time. Don't over-tighten, you'll strip the pad screws.
There has to be a solution to the rattling arm problem. I have been trying to find some hollow plastic tubing so I can make my own bushings for a while. If you take a slice out of a circle of tubing it would be just like the C-shaped bushings, I reckon. I just can't find the right size.
