Binding + Inlays

What is it? paint?

can I bind unbinded neck+h.stock of mine?
what i need for that...?

and how do i Inlay

Binding is usually plastic, but you can also bind with wood or other materials.

To bind an unbound neck and headstock, you need to remove all your hardware, pull your frets, rout a channel for the binding, glue and clamp it in place, file and sand it down, do any refinishing that may be needed, refret the neck and reassemble.

Piece o' cake!

Probably a job left to professionals, unless you have a good amount of woodworking/luthiery experience, or you're really ambitious and want to learn how to do it.

Well, there are some alternatives, as well. Someone on the forum used automotive pinstriping tape to do a "simulated" binding look on the face of the fretboard and headstock. (More accurately, simulated purfling.)

You can also use strips of thin adhesive mother-of-pearl or abalone from http://www.fretware.com to achieve the same look, though with a bit more work.

You could also do it with paint, but it probably wouldn't be very durable. But hey, it's your guitar, and there are no rules.
