Dirty but not uncommon.
Steelwhool or slightly sanding will help.
Lots of info on this board about cleaning.

Re: clean uvmc neck

I would wipe it with ammonia and then lightly sand it. Might have to do that a few times. Sand with something mild like 400 grit and keep changing the paper as it loads up. Make sure you finish by wiping with water to get rid of any residual ammonia. Once it's completely dry, I'd hit it again lightly with some fresh 400 and then steel wool to knock down any high grain. After all of this you'll want to refinish the neck with tung oil. Other people don't like ammonia but I like it because I feel like it really lifts the dirt.

A lot of old Jem and Universe necks are like this.

Re: clean uvmc neck

Are you sure it's really on the wood?

It could be just on the oil finish of it.

If so some light sanding and re oiling will probably work

Although, it looks cool with the worn look of it, gives it some mojo

It's in the wood. The oil finish on these old necks is usually long gone and the wood is fairly dirty and has a rough texture to it.
