Mediocre fret work on RG1570?

Ok so I'm in the search of standard low action.. I've ruled everything out. The neck is dead straight to me and I'm getting some fret buzz on the bass side as high as 2.5mm.

The trebble side is about 1.6mm and is fine without buzz.

Can it be bad fret work and uneven frets? I'll be contacting a luthier soon about it
