Question Nature of the AMp or Bad tubes?

Apologies if this seems like a silly question.

I own a MESA Rect-o-verb 50 Single Rectifier Combo amp. I have been playing with the settings trying to dial in some tones. I don't know if there's a tube issue or if its just the way tubes work in an amp. But, if I have the amp on the clean channel and Max out the gain and the Master at about 11 and up not much more.

I dial in the output up slightly. My lower bass strings on the guitar sound crackly and poppy/fizzy almost cuts out when I hit them. Not a very nice sound at all...almost sounds as though its crapping out. If I turn the gain to 10-11 o'clock it clears up and goes away. Same goes for the dirty channel 2.

Is this just the nature of it, or is there a possibility my amp may need new tubes? I thought I should of been able to max out the gain on the clean channel full and adjust things from there but doesn't seem to be the case.
