Question about repainting Jem neck plate

I recently acquired a 1990 DY from a fellow Jemsiter. The guitar
plays great is in good condition but it is no longer original. A previous
owner repainted the guitar black and swapped out the PAF Pros for
a set of Evolutions. Since it's not original I'm not concerned about
making some changes of my own. The first of which is repainting
the neck plate. Almost all of the paint has been worn off with the
exception of a little bit remaining on the lower right hand corner.
I don't know much about painting so please excuse my ignorance.
First I would like to remove the remaining paint and then repaint it.
I attached a pic for reference. My first question is what should I use
to remove the remaining paint? Would I use a paint thinner? Secondly,
what kind of paint would i use to repaint it and is there anything
important I should know about the process of repainting it. Any help
would be greatly appreciated.

I would glass bead blast it and then powder-coat it. www.eastwood.com has some fairly inexpensive powdercoating stuff and you could use an old toaster oven for parts this small.
