Question String height

hi, i have a pgm 301 with fixed bridge and im having a little trouble adjusting the action. are the 1st and 6th saddles supposed to be the same height while the 2nd and 5th string saddles gradually increase so that the 3rd and 4th saddles are nearly identical in height? I like to have a low action for speed and legato playing but this is my first fixed bridge guitar, so im wondering what string heights i shoudl use, right now my low E is around 1.17 mm above the 12th fret
