Ok, so this is the answer:
The band was Black Oak Arkansas, and the player was of course the one and only Shawn Lane.
Some background: This was recorded in January 1979 in Orlando, Fl. Shawn was 15 at the time and he has been playing with Black Oak since he was 14. Since Shawn has developed his technical skills very early (around 13), he used to get solo spots like this at all BOA gigs. Musically this isn't much of anything, but this was 1979 and nobody was playing like this yet. EVH did similar things around that time, but with tapping, Randy (RIP) wasn't fully formed then, and Yngwie was still to come. There are many stories of peoples' reaction to young Shawn, including one of a duel with Ted Nugent, which, not surprisingly was won by Shawn. He has often stated that he didn't practice technique much since his days with BOA, but he did develop tremendously as a musican since then, which can be seen in his work from the 90s and early 00s, both solo and with Jonas Hellborg.
