I just got a 100W Rivera head (all-tube) and the first question I asked was why it didn't have the same clean headroom as my 50W tube Ampeg that it replaced.
It runs at either 12.5, 25, 50 or 100W and there doesn't seem to be much difference in how loud it sounds in my studio.
So I took the head up to the practice room and Jesus H., the volume was totally different. The 50W and 100W settings projected so much more than the lower ones and it just seemed so much louder.
I think (and of course this isn't technically right) that so much of what as a guitarist you think of as volume actually comes down to tightness, projection of the sound, drive, cut, definition, midrange growl, whatever you want to call it, and the watts are only important in terms of your clean headroom, and even then as I've just experienced they are no guide. You can get power amp distortion much easier out of a 25W amp, and why my 50W sounded louder in the studio than my 100W I will never understand.....
