Volume pot is being automtically bypassed

Guys, this has happend on 2 of my guitars at the same time.

basically, I turn the volume down all the way and nothing happens, the volume is on full all the time, I too all the wiring to pieces and rewired from scratch, no change.
I checked the operation of the pots, all fine.
then I made damn sure that I had everything OK on the 5 way by belling it out with a meter, all good.

The 5 way is a little flaky and very old, is there anything that would cause this though ?
