I have a Jem Neck I bought online. I want to change the Chrome locking nut to a Gold one. Problem: All the locking nuts I find are not the one that is on the Jem neck. Though they are advertised as fitting, they do not. The Jem neck nut is beefier, has different string clamps, and different mounting holes

Where can I get a correct locking nut?

You need to know the model and year of the neck; then search the nut model (at the Ibanez web there is a link for parts according model). Then you can ask for the exact part to your dealer or Rich Harris’ Ibanez Rules (swirl add at the top of this very page).

Pretty sure the Gotoh 43mm lock nut is standard. Either it will be a top mount with screws on top or bottom mount with screws on the the bottom. Gotoh makes them in gold, black, cosmo and chrome.
