no, that's just for the string to stop right there. it's to avoid to slip the string too deep into the saddle. smoothen the string "ramp" with a smooth round file or extrafine grit sandpaper and it will stop breaking.

why dont you need it then does any1 no why my e strings keeps breaking thats the only thing i could think of lol

what is the string ramp the saddle?

The actual groove that the string goes along before the locking point. You will have a burr somewhere on it, so sanding it lightly with a fine sandpaper should take it off.
